An employee of Kobayashi Construction Co., Ltd. was convicted of obstructing public contract-related bidding processes under the crime of obstruction of public contract proceedings, by the Chiba District Court on January 15, 2026, receiving a sentence of one year in prison (with a three-year suspension). The sentence was finalized on January 30, 2026. This constitutes a violation of Article 28, Paragraph 1, Items 2 and 3 of the Act against Unjustifiable Premiums and Misleading Representations.

The former representative director of Kobayashi Kensetsu Co., Ltd. solicited a favor by requesting information on unit prices related to construction materials within Hiroshima Prefecture used for design and estimation work in Higashihiroshima City. In return for this request, he provided cash to a former Higashihiroshima City employee as a reward for the information, thereby offering a bribe concerning the employee's official duties. As a result, the former representative director was sentenced to 10 months in prison (probation for 3 years) by Hiroshima District Court for violating Article 198 of the Penal Code (Bribery), with the sentence finalized on March 11, 2022. This constitutes a violation of Article 28, Paragraph 1, Item 3 of the Construction Business Act.
