Yamamoto-gumi Co., Ltd. entered into a subcontract with Asumoteku Corporation for the demolition work of the Osaka Sakurajima Housing promoted by the Independent Administrative Agency, Organization for Employment of the Elderly, Persons with Disabilities and Job Seekers. However, despite subcontracting the construction work to another construction business, the company failed to notify the prime contractor of the re-subcontracting, in violation of Article 24-8, Paragraph 2 of the Building Business Act. This is recognized as corresponding to the provisions of Article 28, Paragraph 1, main text of the same Act.

Yamamoto Corporation entered into a subcontract agreement exceeding the amount specified in Article 1-2, Paragraph 1 of the Enforcement Order of the Construction Business Act, with Asmo Tech Corporation, which conducts construction business without the license required under Article 3, Paragraph 1 of the Construction Business Act, for the project ordered by the Independent Administrative Agency, Organization for Employment of the Elderly, Persons with Disabilities and Job Seekers, called 'Employment Promotion Housing Osaka Sakurajima Dormitory Demolition Work.' This is recognized as falling under Item 6 of Article 28, Paragraph 1 of the Construction Business Act.

The construction company violated Article 19 of the Building Business Act by failing to create a subcontract agreement for a project ordered by the Japan Organization for Employment of the Elderly, Persons with Disabilities and Job Seekers in Osaka City. Despite this, the company received invoices under the name of Asmotech Corporation and transferred over 5 million yen to the company's representative's bank account between January and March of Reiwa 3 (2021). The company also entered into a subcontract agreement with Asmotech, which was operating without the license required under Article 3, Paragraph 1 of the Building Business Act.
