The representative then instructed the company to submit bids close to these estimated prices, leading to the company winning the contracts through bids that used false pretenses, thereby impairing the fairness of the public bidding process. The Maebashi District Court sentenced the representative to 1 year and 6 months of imprisonment with a three-year probation on June 15, 2023, and the sentence was finalized on June 30, 2023. This conduct was found to violate Article 28, Paragraph 1, Items 2 and 3 of the Construction Business Act. As a result, Gunma Prefecture issued a one-year suspension of business operations from October 11, 2023, to October 10, 2024, specifically for water supply facility construction, scaffolding, earthwork, concrete work, and pipe work related to public projects.
