Licensing-law violation上毛電業株式会社は，渋川支社について建設業法に規定されている営業所の届け出をせず，建設業法上の営業所として認められていない状態のままで，渋川支社を契約の委任先とした平成２４・２５年度の渋川市の入札参加資格を取得し，平成２４年度に同市が発注した工事請負契約を締結していた。このことが，建設業法第１１条第１項に違反し，建設業法第２８条第１項第２号に該当すると認められるとして，平成２５年８月９日，建設業許可部局である群馬県知事より監督処分（指示処分）を受けたことが判明した。
