On September 18, 2020, Hoshino Sogo Shoji Co., Ltd. conducted fire detector circuit wiring repairs at Hashimoto Alloy Co., Ltd. in Maebashi City, Gunma Prefecture. During the work, workers were tasked with replacing fire detectors at a height of over 4.179 meters. Despite the possibility of installing a work platform, they did not do so, nor did they take necessary fall prevention measures at locations where there was a risk of falling. As a result, a fall accident occurred involving a worker. Consequently, Hoshino Sogo Shoji Co., Ltd. and its construction section manager, Noriyuki Obuchi, were prosecuted by the Maebashi Labor Standards Inspection Office for violations of Article 21, Paragraph 2 of the Industrial Safety and Health Act and Article 518, Paragraph 1 of the Industrial Safety and Health Regulations. They received a summary order of a 200,000 yen fine from the Maebashi Summary Court. The company was issued an instruction order based on Article 28, Paragraph 1, Item 3 of the Construction Business Act, requiring measures such as promptly informing staff of the incident and the legal violations, and implementing ongoing training and education to ensure compliance with relevant laws. The company was also required to submit a written report of the measures taken by December 3, 2022. The violation involved failing to provide a safe working environment at a height where a fall could occur, despite the feasibility of installing safety measures. The company holds a general construction permit for electrical communication and fire safety equipment (Permit No. 群馬県知事（般-1・特-1・般-2）第2783号). The legal basis for the instruction is Article 28, Paragraph 1, Item 3 of the Construction Business Act.
