The construction business operator engaged in demolition work on a private project in Osaka City, contracted by Kabushiki Kaisha Yutaka. A director of Kabushiki Kaisha Yutaka created a contract with the client's seal without the client's approval, claiming the operator agreed to undertake part of the work for 10 million yen, offset by valuables of the same amount. Based on this contract, the operator, who lacked construction business permission, performed demolition work. During the work, they damaged part of a neighboring hotel’s exterior wall, and the director mistakenly overturned a crane placed on debris without proper mats, causing the crane’s arm to fall onto a building across the road, damaging it, and causing power outages and fires nearby. The operator's failure to properly execute the construction work resulted in harm to the public.
