They received guidance on the minimum price from the former mayor of Kazuno City and facilitated the company's winning bid through deception, thereby impairing the fairness of the bidding process. They were convicted of obstructing public procurement in a court in Akita Prefecture on July 25, 2022, with one receiving a one-year prison sentence (probation for three years) and another receiving a ten-month sentence (probation for three years), both of which were finalized. This conduct constitutes a violation of the Construction Business Act Article 28, Paragraph 1, Item 2. As a result, the Akita Prefectural government ordered a suspension of construction-related business activities involving public works from October 8, 2022, to February 4, 2023, for a period of 120 days.
