On July 5, 2024, it was found that during the periodic vehicle inspections mandated by the Railway Business Act, some vehicles did not undergo insulation resistance testing and automatic train stop system testing from November 2023 to June 2024. Additionally, on September 9, 2024, it was observed that inspection records falsely indicated these tests had been completed. Further investigation revealed that only these two items were omitted, as of August 20, 2024. Subsequently, safety audits were conducted on August 27-28 and September 17-18, 2024, which identified issues requiring correction. The company was instructed to verify the validity of their operational plans, methods, and management related to these issues, investigate root causes including underlying factors, and develop measures to prevent recurrence, ensuring compliance with laws. The company was also required to report on the corrective actions taken by January 14, 2025. Specifically, during the monthly vehicle inspections stipulated by Article 7 of the Vehicle Maintenance Standards, some insulation resistance tests and automatic train stop system tests were not performed, yet records falsely indicated they were completed. The company was advised to ensure proper execution and record-keeping of these inspections, establish a management system to monitor inspection status, and take necessary measures. Failure to comply or to improve safety management systems may result in orders for business improvement under the Railway Business Act, Articles 23 and related provisions, if it is found that transportation safety or public interests are being hindered.
