1. The construction company, in late January of Reiwa 6, interviewed Mr. A and, to obtain a construction business permit, requested him to present a Type 1 Electrician license. They then entered into an employment contract with the following conditions: - Duties: On-site survey and preparation of documents necessary for power application - Work location: Designated by the company - Working hours: Not specified - Compensation: 100,000 yen per month (social insurance premiums deducted, taxes not deducted) - Employment start date: February 1, Reiwa 6 - Employment period: From February 1, Reiwa 6, onward - Other: Self-isolation at home until April Reiwa 6 (no assigned duties until then) After hiring Mr. A, the company paid him a monthly salary from which social insurance premiums were deducted but did not assign him any work. As a result, Mr. A remained on unpaid leave at home without performing any duties. The company continued this situation until early June Reiwa 6, when they announced his dismissal, and Mr. A left the company at the end of that month. 2. The company submitted permit applications under the Construction Business Act on March 21 Reiwa 6, including documents under Article 5 and Article 6(1). They falsely stated that Mr. A was not required to be a full-time dedicated employee at their office, nor was he a dedicated person or physically present at the office, but nonetheless listed him as a dedicated technician at their office as stipulated under Article 7(2) of the Act. Subsequently, on April 12 Reiwa 6, they obtained a general construction business permit related to electrical work under Article 3(1) of the same Act, falsely representing employment conditions.
