The violation relates to the failure to establish proper safety procedures for unloading heavy rebar baskets during the construction of the Hokkaido Shinkansen in Nagamappu, Hokkaido, which resulted in a fatality. The company was ordered to take measures including promptly informing staff of the violation and related penalties, strengthening safety management at construction sites, and conducting ongoing training to ensure compliance with relevant laws.
