The construction company violated the Building Business Act Articles 7-2 and 26-3 by assigning designated technical personnel to construction sites without proper authorization during the periods from December 4, 2020, to January 30, 2021, and from December 19 to 31, 2022, at private projects in Hino-cho, Gamo-gun, Shiga Prefecture, and in Naraha-machi, Futaba-gun, Fukushima Prefecture, respectively. The company also violated the same articles by assigning personnel as chief technical engineers at multiple private projects in overlapping periods from September 2020 to March 2021, and from January to May 2022, at public projects in Sakai City, Osaka Prefecture. Furthermore, the company assigned personnel as chief technical engineers at multiple private projects with non-overlapping sites and periods, in violation of Article 7-2, by placing designated technical personnel at sites distant from their offices, making it unlikely that they were fully dedicated to their office duties during certain periods. Additionally, the company submitted false project completion amounts in management scale evaluations conducted on February 16, 2023, and February 9, 2024, for projects spanning two fiscal years, by misclassifying the first year's work as machinery installation and the second year's work as pipe work, with different designated chief technical engineers and periods. The company also inflated the total completion amounts by duplicating figures across evaluations, violating Articles 26-2 and 26-4 of the Building Business Act. The resulting evaluation reports were submitted to Sakai City and used for qualification assessments for public pipe work projects, which the company won.
