Heikuri Construction Co., Ltd. was prosecuted by the Engaru District Public Prosecutors Office on December 24, 2021, for violating Article 21, Paragraph 1 of the Industrial Safety and Health Act and Article 483 of the Industrial Safety and Health Regulations. The incident took place on June 4, 2021, at a JR Hokkaido Railway Company-owned forest logging site located at 496-1 Ikutahara, Engaru Town. At that time, multiple strong wind warnings had been issued for the surrounding area. Despite the risk of uncut standing trees falling, the company continued work without halting operations, leading to one worker being crushed by a falling tree and dying. The court sentenced the corporation to a fine of 200,000 yen and the representative to a fine of 300,000 yen on January 7, 2022, with the sentence finalized on January 19, 2022. This incident falls under the scope of Article 28, Paragraph 1, Item 3 of the Construction Business Act.
