Matsumoto Kensetsu Co., Ltd. submitted a person as the chief engineer for the Disaster Prevention Works in the Koubu River and Banzo River projects contracted with Ehime Prefecture on April 13, 2021. The person had no actual employment at the company and did not perform the duties of a chief engineer. This violates Article 26, Paragraph 1 of the Construction Business Act and falls under Item 2 of Paragraph 1 of Article 28 of the same Act.
