令和４年１月１３日から１４日まで、貴市に対して保安監査を実施したところであるが、監査の結果、改善を要する事項が認められたことから、下記の事項について、改善措置を講ずるよう指示する。講じた措置については、令和４年３月９日までに報告されたい。記１．適合確認検査、１月検査、始業点検の各検査・点検について、整備細則で実施することと規定されている項目の一部について検査・点検が実施されておらず、また、一部について検査・点検の記録が保存されていない事実を確認した。さらに、整備細則と実際の索道施設が一致しておらず、検査・点検が実施されていないもの、また、索道施設に不具合が生じているにもかかわらず、検査結果を良としているものが一部ある事実を確認した。よって、速やかに整備細則の内容を見直し、必要な手続きを行うこと。また、索道技術管理者を含む索道施設の検査・点検に携わる全索道係員に対し、同細則の内容を正しく理解させた上で、同細則に規定する検査・点検を適切かつ確実に実施し、その結果を確実に記録・保存する体制を構築すること。さらに、検査・点検が実施されていない項目については、速やかに検査・点検を実施すること。２．令和３年１月に常用制動装置のブレーキシリンダーの不具合に伴い、交換・修理を実施したにもかかわらず、修理後の臨時検査を実施していない事実を確認した。よって、関係法令を正しく理解し、臨時検査を適切かつ確実に実施する体制を構築すること。３．教育訓練について、一部の索道係員に対して実施されていない事実を確認した。よって、未実施の者に対して速やかに教育訓練を実施するとともに、今後、索道係員に対して必要な教育訓練が確実に行われるよう改善すること。【北海道運輸局】
