軌道運転規則第７条の２で規定された軌道の運転に係る作業を行う貴社の運輸部長に対して、貴社は同条に基づく適性検査を行っていないとの情報が当局に通報されたことから、貴社に対して、令和４年４月１５日に保安監査を実施した。 その結果、下記のとおり改善を要する事項が認められたため、所要の措置を講ずるよう指示する。 なお、改善措置を講ずるにあたっては、背後要因を含めた原因を究明したうえで、再発防止に必要な改善策を策定すること。 講じた措置については、令和４年６月１６日までに報告されたい。 記 １．軌道運転規則第７条の２に規定された適性検査については、貴社が規定した「運転関係従事員の適性検査及び身体検査規程」に基づき作業素質検査（内田式クレペリン検査）を軌道の運転に関係ある従事員全てに定期的に実施する必要があるにもかかわらず、指令業務等を行う運輸部長に対して検査期間内に行っていなかったことを確認した。 よって、管理者に適性検査の重要性を再認識させるとともに、作業素質検査を確実に実施する仕組みを構築し、その管理を徹底すること。 【北陸信越運輸局】
