令和３年１０月２０日から１０月２１日まで貴社に対して保安監査を実施したところであるが、監査の結果、改善を要する事項が認められたことから、下記の事項について改善を講ずるよう指示する。 講じた措置については、令和４年２月２８日までに報告されたい。 記 以下の事項をはじめとして、本社が、現場の状況を的確に把握する体制を整備した上で、現場の業務の実施状況を定期的に検証して、課題を整理し、必要な改善を行うとともに、改善の実効性が確保されるよう安全管理体制の強化を図ること。 １．令和２年６月１３日８時５０分頃発生したインシデントについて、これを東北運輸局長に速報せず、また、索道運転事故等届出書を提出していない事実を確認した。 よって、速やかに必要な報告を行うとともに、発生したインシデントを確実に報告できる体制を構築すること。 ２．単線固定循環式特殊索道について、索道施設に関する技術上の基準の細目を定める告示（昭和六十二年運輸省告示第百七十号）第三条及び別表第二に定める１月ごとに行う検査が、検査周期（概ね１ヶ月）どおりに実施されていない事実を確認した。 よって、再発を防止するために背後要因を含めた発生原因を究明した上で、索道施設を適切に維持するための安全管理体制を構築すること。 【東北運輸局】
