令和５年２月２０日から２月２２日まで、貴市に対して保安監査を実施したところであるが、監査の結果、改善を要する事項が認められたことから、下記の事項について、改善措置を講ずるよう指示する。 講じた措置については、令和５年４月１５日までに報告されたい。 記 ［士別市あさひスキー場］ １.単線固定循環式特殊索道整備細則第５条に基づく検査標準に定められた検査項目のうち、一部の検査結果について、同細則第８条に基づく記録が行われていないことを確認した。 よって、細則と記録表を照合するなどにより確認を行った上で、検査結果を確実に記録するとともに、索道施設の検査を適切に管理できる体制を構築すること。 ２.索道の運転取扱いについて、士別市特殊索道運転取扱に関する規程第２２条に基づく別表第３「異常気象時の運転取扱要領」と異なる取扱いを行っていることを確認した。 よって、細則に基づいた異常気象時の運転取扱いが適切になされるよう教育を行い、今後同様の取扱い誤りが発生しないよう継続して教育すること。 ［士別市日向スキー場］ ３.士別市日向スキー場第１リフトの異常気象時における風速の規制値、同第１リフト及び同第２リフトの過速度検出装置の設定値及び同第２リフトの救助用具の配置が工事計画と相違していることを確認した。 よって、施設及び工事計画の妥当性を検討し、必要に応じ施設変更の届出を行うとともに、今後同様の事象が発生しないよう適切に管理すること。 【北海道運輸局】
