貴局の運転士等に対して実施した身体機能検査において、視機能に関する検査に実施漏れ等があり、その状態で動力車を操縦する作業に就かせていたことが判明した。本事象を踏まえて、令和７年５月３０日に、貴局に対して保安監査を実施したところ、下記のとおり改善を要する事項が認められたことから、所要の措置を講ずるよう指示する。改善措置を講ずるにあたっては、当該事項に係る業務の実施方法、実施状況、管理方法等の妥当性について検証する等により、背後要因を含め当該事項が発生した原因を究明したうえで、再発防止に必要な改善策を策定するとともに、鉄道輸送の安全に係る業務が確実に実施できるよう留意すること。なお、講じた措置については、令和７年８月１８日までに報告されたい。記１．神戸市高速鉄道実施基準（総則編）第９条に基づく高速鉄道運輸係員資質管理要綱第６条により実施することとしている列車又は車両を操縦する係員の適性検査のうち身体機能検査について、次のことを確認した。（１）列車又は車両を操縦する係員である運転士及び運転業務を行う助役の一部の者（以下「運転士等」という。）の視機能（視力）の結果について、動力車操縦者運転免許に関する省令第８条の２（別表２）（以下「省令」という。）に規定する合格基準及び交通局現業員の採用に関する身体検査等標準規程（以下「内規」という。）で定める合格基準を満たしていないにもかかわらず、動力車を操縦する作業に就かせていたこと。（２）医療機関から通知された運転士等の身体機能検査の結果について、省令に規定する検査項目及び内規で定める検査項目と相違するが、その検査の結果が動力車を操縦する作業を行うのに支障がないことを確かめずに作業に就かせていたこと。（３）運転士の聴力の結果について、医療機関から再検査の所見を受けているが、当該運転士に再検査の指示を行わず、動力車を操縦する作業を行うのに支障がないことを確かめずに作業に就かせていたこと。よって、動力車を操縦する作業を行う係員が作業を行うのに必要な適性を保有していないおそれがある場合における当該係員への措置を適切に講じるとともに、必要な適性を保有していることを確かめた後でなければ動力車を操縦する作業を行わせないよう管理体制の見直しを行うこと。２．この指示に従わず、安全管理体制の改善が確認できない場合や、再び違反行為があった場合には、以下のとおり、事業の改善を命ずる場合がある。（１）事業改善命令を行使し得る根拠となる法令の条項（行政手続法第３５条第２項第１号）鉄道事業法第２３条（２）上記の条項に規定する要件（行政手続法第３５条第２項第２号）鉄道事業法第２３条の鉄道事業者の事業について、輸送の安全その他公共の利益を阻害している事実があると認められること。（３）当該権限の行使が上記の要件に適合する理由（行政手続法第３５条第２項第３号）輸送の安全その他公共の利益を阻害している事実が確認され、鉄道事業法第２３条第１項第３号及び第６号で定める措置を講ずる必要があるため。以上【近畿運輸局】
