令和５年１月２３日から１月２７日まで、貴社に対して保安監査を実施したところであるが、監査の結果、改善を要する事項が認められたことから、下記の事項について、改善措置を講ずるよう指示する。講じた措置については、令和５年３月１３日までに報告されたい。記１.ホリデー第1ペアリフト及びスインギングモンキーリフトにおける運転停止を行う際の風速の規制値の変更について、鉄道事業法第三十八条において準用する同法第十二条に基づく索道施設の変更が届出されていないことを確認した。よって、必要な変更手続きを行うとともに、今後同様の事象が発生しないよう適切に管理すること。２.単線自動循環式特殊索道整備細則第５条及び単線固定循環式特殊索道整備細則第５条に基づき実施する適合確認検査のうち、キング第３クワッドリフト、キング第４リフト及びスインギングモンキーリフトに係るキュービクルの一部について、接地抵抗の測定結果が検査標準に規定された基準値を超過していることを確認した。よって、必要な措置を講ずるとともに、今後同様の事象が発生しないよう適切に管理すること。３.単線自動循環式普通索道整備細則第５条及び単線自動循環式特殊索道整備細則第５条に基づく適合確認検査のうち、ヒラフゴンドラ、キング第３クワッドリフト及びエースファミリークワッドリフトに係る補助制動装置の絶縁抵抗の測定を実施していないこと、また、単線自動循環式普通索道整備細則に補助制動装置を検査項目として記載していないことを確認した。よって、当該検査を確実に実施するとともに、単線自動循環式普通索道整備細則を見直し、索道施設の検査を適切に管理できる体制を構築すること。４.令和２年２月２日にエース第２センターフォーリフトにおいて発生した索道人身障害事故について、鉄道事故等報告規則第六条に基づく速報、索道事故報告書及び索道運転事故等届出書の提出が行われていないことを確認した。よって、速やかに索道事故報告書等を提出するとともに、今後同様の事象が発生しないよう適切に管理すること。【北海道運輸局】
