関東運輸局の運航労務監理官が、令和6年11月以降、東海汽船株式会社に対し海上運送法に基づく監査を実施したところ 、運航管理者が乗組員を配乗するにあたり、船員法に定める教育訓練を修了した者以外の者を乗り込ませる等、海上運送法に基づき同社が定める安全管理規程が遵守されていないことを確認した。 令和7年4月1日、関東運輸局は同者に対し、「運航管理者は、安全管理規程第23条に基づき、配乗計画を作成又は改定するに際して、関係法令で義務付けられた安全の確保上必要な教育訓練を修了した者を乗り組ませる等、輸送の安全の確保上必要と認められる事項について十分に検討をした上で、安全上の同意をすること。」を含む命令を行った。
