１(1)当該建設業者は、枚方市内の民間発注工事において、建設業法第16条第１号の規定に違反して、同法第３条第１項第２号に掲げる区分による許可を受けないで下請代金の額が同号の政令で定める金額以上となる下請契約をA社と締結した。 (2) 当該建設業者は、同工事において、適格な技術者を工事現場に配置せず、その請け負った建設工事の主たる部分を一括してA社に請け負わせており、建設業法第22条第１項の規定に違反して、その請け負った建設工事を一括して同社に請け負わせた。 ２(1) 当該建設業者は、高槻市内の民間発注工事において、建設業法第16条第１号の規定に違反して、同法第３条第１項第２号に掲げる区分による許可を受けないで下請代金の額が同号の政令で定める金額以上となる下請契約をA社と締結した。 (2) 当該建設業者は、同工事において、建設業法第３条第１項の規定に違反して同項の許可を受けないで建設業を営む星高住建株式会社と下請契約を締結した。 (3) 当該建設業者は、(2)のとおり、請け負った範囲の建設工事に関する作業員の配置等法令遵守の確認を行わず、適格な技術者を工事現場に配置せず、その請け負った建設工事の主たる部分を一括してA社に請け負わせており、建設業法第22条第１項の規定に違反して、その請け負った建設工事を一括して同社に請け負わせた。 ３(1) 当該建設業者は、大阪市内の民間発注工事において、建設業法第16条第１号の規定に違反して、同法第３条第１項第２号に掲げる区分による許可を受けないで下請代金の額が同号の政令で定める金額以上となる下請契約をA社と締結した。 (2) 当該建設業者は、同工事において、適格な技術者を工事現場に配置せず、その請け負った建設工事の主たる部分を一括してA社に請け負わせており、建設業法第22条第１項の規定に違反して、その請け負った建設工事を一括して同社に請け負わせた。 ４ 当該建設業者は、松原市内の民間発注工事において、発注者から直接その工事を請け負った特定建設業者以外の建設業を営む者であった株式会社マーテックと下請代金の額が建設業法第３条第１項第２号の政令で定める金額以上となる下請契約を締結した。 ５(1) 当該建設業者は、大阪市内の民間発注工事において、建設業法第16条第１号の規定に違反して、同法第３条第１項第２号に掲げる区分による許可を受けないで下請代金の額が同号の政令で定める金額以上となる下請契約をB社と締結した。 (2) 当該建設業者は、同工事において、適格な技術者を工事現場に配置せず、その請け負った建設工事の主たる部分を一括してB社に請け負わせており、建設業法第22条第１項の規定に違反して、その請け負った建設工事を一括して同社に請け負わせた。 ６(1) 当該建設業者は、神戸市内の民間発注工事において、建設業法第16条第１号の規定に違反して、同法第３条第１項第２号に掲げる区分による許可を受けないで下請代金の額が同号の政令で定める金額以上となる下請契約をB社と締結した。 (2) 当該建設業者は、同工事において、適格な技術者を工事現場に配置せず、その請け負った建設工事の主たる部分を一括してB社に請け負わせており、建設業法第22条第１項の規定に違反して、その請け負った建設工事を一括して同社に請け負わせた。 ７(1) 当該建設業者は、大阪市内の民間発注工事において、建設業法第３条第１項の規定に違反して同項の許可を受けないで建設業を営むC社と下請契約を締結した。 (2) 当該建設業者は、同工事において、建設業法第16条第１号又は第２号の規定に違反して、同法第３条第１項第２号に掲げる区分による許可を受けないで下請代金の額が同号の政令で定める金額以上となる下請契約をC社等と締結した。
