On or around October 11, 2020, officers of Zhonghe Construction Industry Co., Ltd. dumped approximately 67.674 kilograms of waste, including waste sleeves, in the sea area near the oil port Yuu West A breakwater lighthouse, located in Sufu Oshima Town, Oshima District, Yamaguchi Prefecture, at a bearing of 232 degrees and about 925 meters from the lighthouse. As a result, the officers received a summary order of a 300,000 yen fine from Hiroshima Summary Court for violations of the Waste Disposal and Public Cleaning Law, with the sentence confirmed on June 21, 2021. This is deemed to constitute a violation of Article 28, Paragraph 1, Item 3 of the Construction Business Act. Consequently, Hiroshima Prefecture issued a three-day suspension of business operations from August 22 to August 24, 2022, covering all construction business activities at the company's main office located at 52-24 Kamiyasu 2-chome, Asaminami-ku, Hiroshima City. 中和建設工業株式会社の役員は，令和２年10月11日頃，山口県大島郡周防大島町所在の油田港油宇西Ａ防波堤灯台から真方位232度約925メートル付近海域において，廃棄物である廃スリーブ管等約67.674キログラムを投棄し，もってみだりに廃棄物を捨てた。 このことにより，同社の役員は，広島簡易裁判所から廃棄物の処理及び清掃に関する法律違反により，罰金30万円の略式命令を受け，令和３年６月21日にその刑が確定した。 このことが，建設業法第28条第１項第３号に該当すると認められる。
