A joint construction company including Horikumi Co., Ltd. completed the Nagai Koza Line (tentative name Yashiroyama Tunnel) road improvement project ordered by this prefecture after passing the completion inspection in September 2022. 本県発注の長井古座線（仮称八郎山トンネル）道路改良工事において、株式会社堀組を構成員とする特定建設工事共同企業体は、令和４年９月に完成検査を受け工事を完了した。令和４年１２月、同トンネルの照明施設整備工事において、覆工コンクリート内に空洞の存在が判明した。その後、本県が設置した有識者による技術検討委員会の調査等により、粗雑な工事やそれに伴う虚偽報告の事実が発覚した。 このことが建設業法第２８条第１項第２号に該当すると認められる。
