株式会社カナテックスは、経営事項審査の有効期限後、新たな経営事項審査を受審する前に母畑地区土地改良区発注の工事（平成２８年１月２９日付け契約、平成２９年１１月６日付け契約、同年１２月２７日付け契約、令和２年１１月９日付け契約、同月２４日付け契約、令和３年４月６日付け契約、同年１１月２日付け契約及び同年１２月２１日付け契約）、会津宮川土地改良区発注の工事（平成２７年９月１４日付け契約）及び郡山市東部土地改良区発注の工事（平成２８年２月１５日付け契約）を契約した。 このことは、建設業法（昭和２４年法律第１００号）第２７条の２３第１項に違反し、同法第２８条第１項本文に該当する。
