Original Japanese text	令和４年９月２０日から９月２２日まで、貴局に対して保安監査を実施したところであるが、監査の結果、改善を要する事項が認められたことから、下記の事項について、改善措置を講ずるよう指示する。講じた措置については、令和４年１２月２日までに報告されたい。記以下の事項をはじめとして、現場の状況を的確に把握する体制を整備した上で、現場の業務の実施状況を定期的に検証して、課題を整理し、必要な改善を行うとともに、改善の実行性が確保されるよう安全管理体制の強化を図ること。１.高速電車線路検査要領第９条及び第１０条に規定する走行路及び案内軌条の検査については、同要領別紙－２及び別紙－３に走行間や水準等の基準値（許容値）が定められており、これに基づき維持管理を行うこととしている。しかしながら、実際はこの検査の結果とあわせて列車動揺検査や巡回検査等の結果により良否の判定をしているが、その取り扱いが明確に定められていないことを確認した。よって、同検査要領に規定する以外の取扱いが適正であるか検証するとともに、その検証結果を踏まえ、必要に応じて規程類を見直すなど適切な措置を講ずること。２.高速電車車両整備規程に基づく運転状況記録装置の定期検査について、南北線５０００形及び東豊線９０００形の運転状況記録装置の機能の検査結果が、同規程第１０条に基づき記録・保存されていないことを確認した。よって、定期検査の結果を適切に記録・保存するとともに、定期検査の記録表について適切に管理できる体制を構築すること。３.各車両基地の列車等の運転に直接関係する作業を行う係員に対して、高速電車関係係員の教育及び訓練等に関する規程第３条に規定する教育及び訓練を実施していないことを確認した。よって、当該係員に対して定例的に教育及び訓練を実施するとともに、作業を行うのに必要な知識及び技能を保有するための教育及び訓練が漏れなく実施できるよう適切に管理すること。４.駅の工事等に伴う回送列車の発着時刻の変更について、鉄道事業法第１７条に基づく運行計画の変更が届出されていないことを確認した。よって、必要な運行計画の変更手続きを行うとともに、今後同様の事象が発生しないよう適切に管理すること。【北海道運輸局】
