貴社の山陽線瀬野駅～八本松駅間において、令和３年１２月２８日に日本貨物鉄道株式会社（以下「ＪＲ貨物」という。）の貨物列車が脱線する事故（以下「本件事故」という。）が発生した。これに関連して、当該列車の運転士と貴社の指令員の異常時の対応状況を確認するため、令和４年１月２５日に保安監査を実施したところ、下記のとおり改善を要する事項が認められたことから、所要の措置を講ずるよう指示する。改善措置を講ずるにあたっては、当該事項に係る業務の実施方法、実施状況、管理方法等の妥当性について検証する等により、背後要因を含め当該事項が発生した原因を究明したうえで、再発防止に必要な改善策を策定するとともに、輸送の安全に係る業務が確実に実施できるよう留意すること。なお、講じた措置については、令和４年５月３１日までに報告されたい。記１．列車の運行管理の受委託については、鉄道事業法第２５条の規定に基づく貴社とＪＲ貨物からの許可申請の際に添付されたＪＲ貨物との「列車の運行管理の受委託に関する協定」（以下「受委託協定」という。）において、関連する運転関係部内規程類について相互に交換又は、相手会社に提供することとし、その周知徹底をはかるものと規定されている。しかしながら、貴社の鉄道事業区間においては、委託会社であるＪＲ貨物のの運転関係部内規程類が十分に共有されていなかった。このため、受委託協定に従い運転関係部内規程類が十分に共有されていれば、ＪＲ貨物の「如何なるブレーキ不具合でも列車脱線等による隣接線の支障のおそれを考え列車防護を行う」との取扱いに基づき、本件事故においてＪＲ貨物の運転士が列車防護を失念していたことを貴社の指令員が気付き、列車防護（関係列車の抑止手配）など所要の措置を行うことができた可能性があったが、同指令員は、貴社の「非常ブレーキが動作したときにのみ列車防護を行う」との取扱いに従ったため、同指令員も所要の措置を行わなかったことを確認した。よって、列車の運行管理を受託する区間については、受委託協定に基づき、運行管理が適切に行われるよう委託会社と調整すること。２．防護無線機（ＴＥ装置を含む。）による列車防護については、貴社の運転取扱実施基準規程第２９４条において、同機器による停止信号を現示し、その後に携帯用信号炎管による停止信号を現示することと定めているが、現状では携帯用信号炎管による停止信号を現示していないことを確認した。よって、防護無線機による列車防護について、現状の取扱いを検証し、必要により運転取扱実施基準規程及び運転取扱いの手順等を示す社内規程を見直し、関係者が規定を遵守するよう必要な措置を講ずること。なお、運転取扱実施基準規程の見直しをする場合は、法令に基づく所要の手続きを行うこと。３．本件事故において、貴社の指令員は、列車無線が使用できない箇所を把握していなかったため、脱線した貨物列車の最後部に連結されていた機関車（補機）の運転士との連絡に支障を来し、迅速かつ円滑な対応ができなかったことを確認した。よって、列車無線の使用を前提とした運転取扱区間については、その送受信状態を調査し、不良箇所（区間）は、速やかに整備し、又は沿線電話の使用などの代替措置を講じ、輸送の安全を確保すること。【鉄道局】
