令和５年１月１６日から１月１７日まで、貴社に対して保安監査を実施したところであるが、監査の結果、改善を要する事項が認められたことから、下記の事項について、改善措置を講ずるよう指示する。 講じた措置については、令和５年５月１９日までに報告されたい。 以下の事項の改善措置を講ずるにあたっては、発生した背後要因を含めて原因を究明した上で、再発防止のための措置を講ずること。 記 １．特殊索道運転取扱細則第６条に規定された乗客の救助に必要な教育及び訓練が一部の索道係員に対し実施されておらず、救助細則第４条に基づく救助体制が実際には編成できない場合があることを確認した。 よって、救助体制を構成する索道係員すべてに対して必要な教育・訓練が確実に実施される体制を構築し、乗客の救助が確実に行える体制を整えること。 ２. 搬器の握索装置の解体検査について、単線固定・自動循環式特殊索道整備細則（以下、「整備細則」という。）第５条に定める検査周期を超過する周期で実施されていることを確認した。 よって、搬器の握索装置の解体検査周期が安全上問題がないか再検討するとともに、必要により整備細則の変更等を行い、整備細則に基づく適切な保守管理を実施すること。 【関東運輸局】
