令和５年１月１７日から１月１８日まで、貴社に対して保安監査を実施したところであるが、監査の結果、改善を要する事項が認められたことから、下記の事項について、改善措置を講ずるよう指示する。 講じた措置については、令和５年５月１９日までに報告されたい。 以下の事項の改善措置を講ずるにあたっては、発生した背後要因を含めて原因を究明した上で、再発防止のための措置を講ずること。 記 １. 第１ロマンスリフト、第２ロマンスリフト、第３ロマンスリフト及び水上高原高速４人乗りリフトの臨時検査において、特殊索道整備細則（以下、「整備細則」という。）第５条に規定する保安設備の絶縁抵抗の測定が実施されていないこと、及び同リフトの１月検査と臨時検査において、整備細則第５条に規定する加速度検出装置、過負荷検出装置、異常風速検出装置の警報の作用の確認が実施されていないことを確認した。 よって、必要な検査を速やかに実施するとともに、整備細則に基づく適切な保守管理を実施すること。 ２. 第１ロマンスリフト、第２ロマンスリフト及び水上高原高速４人乗りリフトにおいて、索条の過張を検出する保安装置が適切に作用しない位置に取り付けられていること、さらにこれらリフトの臨時検査における緊張台車の移動量測定において、適切な良否判定が行われていないことを確認した。 よって、当該保安装置が適切に作用するよう速やかに設置箇所を調整するとともに、臨時検査等において、緊張台車の移動量の測定を行う際には、関係する保安装置が適切に作用する位置に設置されているかを踏まえた良否判定を行うこと。 ３. 整備細則第８条に規定する一部の検査項目において、実際の設備との整合がとれていないこと、及び検査記録簿の検査項目との整合がとれておらず、検査は実施されているものの検査結果の一部が記録されていないことを確認した。 よって、全ての索道施設の整備細則及び検査記録簿の内容を確認の上、整備細則及び検査記録簿の必要な見直しを行うとともに、各種検査を行ったときには確実に記録し、適切な保守管理を実施すること。 【関東運輸局】
