| Original Japanese text | 令和５年６月１４日から６月１６日まで、貴社に対して保安監査を実施したところであるが、監査の結果、改善を要する事項が認められたことから、下記の事項について、改善措置を講ずるよう指示する。 講じた措置については、令和６年３月８日までに報告されたい。 記 以下の事項をはじめとして、本社が、現場の状況を的確に把握する体制を整備した上で、現場の業務の実施状況を定期的に検証して、課題を整理し、必要な改善を行うとともに、改善の実行性が確保されるよう安全管理体制の強化を図ること。 １．軌道・土木実施基準第１００条に規定する線路の巡回検査について、「１５日に１回を限度として、徒歩等または列車により行うものとする。」と規定されているが、令和２年度及び令和３年度の線路の巡回検査において、検査周期が最大２日超過していたことを確認した。 よって、同実施基準に定める検査周期を超過しないよう必要な措置を講じるとともに、検査周期内に確実に巡回検査を実施すること。 ２．運転に関係する工事等係員の資質の状況確認については、軌道・土木実施基準第９条第１項、運転保安設備実施基準第１０条第１項及び「教育訓練実施要領」第５条において、「運転取扱いに関する規定、その他作業の実施に際して遵守すべき事項の習熟度及びこれらの実行の状態を確認するため、年１回試験を実施するものとする」と定められているが、令和３年度及び令和４年度において、資質の状況確認の記録がないことを確認した。 よって、同規程に基づき適切に資質の状況を確認するとともに、その記録を適切に管理するよう必要な措置を講じること。 ３．高根沢街道踏切及び京泉踏切において、運転保安設備実施基準第４５条に規定する遮断かんの赤色灯又は赤色の反射材が設けられていないことを確認した。 よって、全踏切の状況を確認した上で、同実施基準に基づき２個以上の赤色灯又は赤色の反射材を速やかに設置するとともに、同様の事象が発生しないよう適切な管理を行い、実施基準について適切な教育を実施すること。 ４．運転保安設備実施基準第５６条において規定する自動列車停止装置の絶縁抵抗の適否の検査について、定期検査において実施している検査項目と整合していないことを確認した。 よって、運転保安設備の適切な維持管理を図るため、検査項目の妥当性を検証したうえで、実施基準に実状を反映させること。 ５．車両整備実施基準第20条で規定される別表3に基づいて実施される、蒸気機関車の重要部検査について、一部の検査項目が未実施であることを確認した。 よって、同実施基準に基づき必要な措置を速やかに講ずるとともに、蒸気機関車に係る検査及び整備が適切に実施されるよう、保守に関する管理体制を改善すること。 ６．車両構造実施基準（蒸気機関車）第10条に規定する、元空気だめ圧力低下時の警報装置について、蒸気機関車に搭載されている警報が鳴動しない状態であることを確認した。 よって、同省令に基づき速やかに当該警報装置の機能を復旧するとともに、適切な管理ができるよう必要な措置を講じること。 ７．車両構造実施基準第22条に規定する、車体外板に貼付するラッピングフィルムの火災対策について、車両管理者が車両の火災対策に係る事項を十分に理解せず、燃焼性規格の不明な当該ラッピングフィルムを貼付し、鉄道事業法第13条第2項に基づく車両の確認を受けないまま鉄道事業の用に供していたことを確認した。 よって、同基準に基づき速やかに火災対策を講じるとともに、同法に基づく申請が必要な場合は直ちに車両確認を申請すること。また、車両の火災対策にかかる基準及び車両の確認手続きについて、車両担当者に対して教育を実施し、今後適切な管理ができるよう必要な措置を講じること。 ８．運転取扱心得第７条第２項の規定により定めた社内規程「教育訓練実施要領」第５条において、列車又は車両の運転に直接関係する作業を行う係員に対して、運転取扱いに関する規定、その他作業の実施に際して遵守すべき事項の習熟度及びこれらの実行の状態を確認するため、年１回試験を実施することと定められているが、当該試験が実施されていないことを確認した。 よって、運転取扱心得及び社内規程に基づき、対象となる係員に習熟度等を確認するための試験を実施するとともに、適切な管理ができるよう必要な措置を講じること。 以 上 【関東運輸局】 |
