令和５年６月２１日から６月２３日まで、貴社に対して保安監査を実施したところであるが、監査の結果、改善を要する事項が認められたことから、下記の事項について、改善措置を講ずるよう指示する。講じた措置については、令和５年１１月２０日までに報告されたい。記以下の事項をはじめとして、現場の状況を的確に把握する体制を整備した上で、現場の業務の実施状況を定期的に検証して、課題を整理し、必要な改善を行うとともに、改善の実行性が確保されるよう安全管理体制の強化を図ること。１．鉄道運転取扱実施基準第７条の２及び軌道運転取扱心得第９条の２に規定する列車又は車両を操縦する係員に対する酒気帯びの有無の確認について、社内規程を管理する部署が令和２年１１月１６日付けで同実施基準及び同心得を改正した内容を正しく社内に周知、指導を行っていなかったことから、終業点呼においてその確認及び記録が行われていないことを確認した。よって、同実施基準及び同心得に基づき、適切に社内に周知及び指導等行うとともに、列車又は車両を操縦する係員に対する終業点呼における「酒気帯びの有無」の確認及び記録を適切に行うこと。２．軌道運転規則第７条の２では、動力車を操縦する作業を行う係員については、適性検査を行い、その作業を行うのに必要な知識及び技能を保有することを確かめた後でなければ、作業を行わせてはならないと規定されているが、適性検査（クレペリン検査）不合格の車両課係員の１名に動力車を操縦する作業を行わせていることを確認した。よって、作業を行うのに必要な知識及び技能を保有することを確実に確かめた後に作業を行わせるよう、管理体制を改善すること。【中国運輸局】
