令和４年９月１２日から９月１４日まで、貴社に対して保安監査を実施したところであるが、監査の結果、改善を要する事項が認められたことから、下記の事項について、改善措置を講ずるよう指示する。 また、改善措置を講ずるにあたっては、発生した背後要因を含めて原因を究明した上で、再発防止のための措置を講ずること。 なお、講じた措置については、令和４年１２月６日までに報告されたい。 記 １．令和３年７月に実施した工務課の技術関係従事員に対する精神機能検査（クレペリン）について、施設所保線区助役の判定結果が鉄道部適性検査実施要領第８条に規定する合格基準に達していなかったにもかかわらず、判定者が当該検査の判定を誤り、同要領第７条で規定する再検査等の処置を受けずに運転関係係員としての職務に従事していたことを確認した。また、施設・車両管理者は技術関係従事員が受検した精神機能検査の判定結果を把握しておらず、安全管理規程第９条第２項第５号及び第３２条２項で定める責務の一部を適切に果たしていなかったことを確認した。 よって、当該助役に速やかに精神機能検査を行い、作業を行うのに必要な適性を保有していることを確認するとともに、施設・車両管理者は安全管理規程で定められた責務等を再認識すること。また、精神機能検査の実施や判定をしている運輸課において、判定者に教育を実施し、運輸課は工務課と適切に連携し確実に精神機能検査が行える体制を確立すること。 【近畿運輸局】
