令和４年１１月３０日から１２月２日まで、貴社に対して保安監査を実施したところであるが、監査の結果、改善を要する事項が認められたことから、下記の事項について、改善措置を講ずるよう指示する。講じた措置については、令和５年２月６日までに報告されたい。記１．獅子越第２リフト及び獅子越第３リフトについて、索道施設の状況を確認したところ、一部の索道施設において適切に整備されていない事実を確認した。よって、速やかにこれらの索道施設の整備を行うこと。また、索道施設の整備について、その実施及び管理の方法を見直し、適切に索道施設を整備できるよう改善すること。２．獅子越第２リフト及び獅子越第３リフトについて、四国運輸局に提出されている最新の工事計画と実際の索道施設との整合性を確認したところ、相違している箇所が存在している事実を確認した。よって、工事計画と異なる箇所について、速やかに必要な手続きを行うこと。また、索道施設を変更する場合には、鉄道事業法に基づく手続きが確実に行われるよう改善すること。３．四国運輸局に届出されている運転取扱細則が保存されておらず、また、実際の索道施設と整合の取れた運転取扱が規定されていない事実を確認した。よって、速やかに実際の索道施設と整合の取れた運転取扱細則に見直し、必要な手続きを行うこと。また、運転取扱細則を適切に管理するよう改善すること。４．獅子越第２リフト及び獅子越第３リフトについて、適合確認検査の一部を実施していない事実を確認した。よって、整備細則の内容及び適合確認検査の実施方法を確認の上、速やかに適合確認検査を実施し、索道施設の安全性を確認すること。また、整備細則の内容及び検査の実施方法についての教育を実施するなど、整備細則に基づく検査を適切かつ確実に実施できるよう改善すること。５．獅子越第２リフト及び獅子越第３リフトについて、整備細則を確認したところ、必要な内容が規定されておらず、また、不要な内容が規定されている事実を確認した。よって、速やかに実際の索道施設と整合の取れた整備細則に見直し、必要な手続きを行うこと。また、整備細則を適切に管理するよう改善すること。６．獅子越第２リフト及び獅子越第３リフトの始業点検、１月検査、適合確認検査について、点検・検査結果の一部を記録しておらず、また、存在しない索道施設の点検・検査結果が記録されている事実を確認した。よって、始業点検記録簿、各種検査記録簿を実際の索道施設と整合の取れたものに見直すとともに、整備細則に基づく点検・検査を実施した場合は、その結果を確実に記録すること。また、その結果を確実に確認し、適切に管理するよう改善すること。【四国運輸局】
