有限会社四国通信システムの代表取締役である榮勇男は、土佐清水市が行った「宿泊型多文化共生コミュニティ施設改修工事（電気設備）」の指名競争入札に関し、株式会社井上電工の当時の代表取締役であった小野和幸及び当時の土佐清水市長、同市議会議員と共謀し、最低制限価格の教示を行い、株式会社井上電工に当該工事を落札させた。このことにより、令和８年６月10日付けで高知地方裁判所から刑法（明治40年法律第45号）第60条及び刑法などの一部を改正する法律（令和４年法律第67号）による改正前の刑法第96条の６第１項の規定に違反するものとして、懲役１年２月執行猶予３年の有罪判決を受け、同日に刑が確定した。このことは、建設業法第29条第１項第２号の規定に該当する。
