This constitutes a violation of Article 26, Paragraph 3 of the Act and falls under Item 5 of Article 28, Paragraph 1 of the same law. The prefecture issued an instruction based on Article 28, Paragraph 1 of the law, requiring the company to take measures to prevent recurrence, including proper technical staff placement, internal training, and prompt reporting of measures taken.
