According to documents submitted by Yokoyama Construction Co., Ltd. to the prefecture, it was found that for plumbing work requiring the appointment of a dedicated chief technician under Article 26, Paragraph 3 of the Construction Business Act and Article 27 of the Enforcement Ordinance of the Construction Business Act, the company had assigned a person responsible for the office, as stipulated in Article 7, Item 2 of the Construction Business Act, as the chief technician. This constitutes a violation of Article 26, Paragraph 3 of the Construction Business Act and is recognized as falling under Item 2 of Paragraph 1 of Article 28 of the same Act.

The revision of the Construction Business Act (Act No. 55 of 2014), which established new demolition construction businesses, included a transitional measure that treated technicians of the pre-implementation demolition and earthwork construction businesses as technicians of demolition construction businesses until June 30, 2021. This transitional measure has ended, and as of that date, the entity no longer meets the standards listed in Article 7, Item 2 of the Construction Business Act.
