On February 15, 2021, at a construction site in Uchiko Town, Ehime Prefecture, operated by Kubo Kogyo Co., Ltd., an employee was fatally trapped between a backhoe bucket and a retaining wall. Despite the risk of contact with the operating drag shovel, the company did not assign a guide person and allowed workers to enter the work area, failing to take necessary safety precautions. As a result, on November 1, 2021, the company was issued a summary fine by the Ozu Summary Court for violating the Industrial Safety and Health Act. This incident constitutes a violation of Article 28, Paragraph 1, Item 3 of the Construction Business Act. The company was ordered to thoroughly educate officers and employees on compliance with relevant laws, strengthen safety management systems at the site, and promptly report measures taken in writing.
