On July 23, 2024, Naruse Construction Co., Ltd. and the construction section manager were fined for violations of the Industrial Safety and Health Act (Law No. 57 of 1972), the Industrial Safety and Health Regulations (Ministerial Ordinance No. 32 of 1972), Article 119, and Article 122 of the same Act. During ground leveling work in Yokohama City, Kanagawa Prefecture, the company used a roller-type construction vehicle to perform compaction work without assigning a guide for the roller, despite the presence of a sloped edge and a 1.2-meter step ahead, which posed a risk of overturning or falling and endangering workers. The company failed to implement necessary safety measures to prevent machinery-related hazards. This conduct violated the provisions of the Act against Unjustifiable Premiums and Misleading Representations, and was deemed to fall under Article 28, Paragraph 1, Item 3 of the Construction Business Act.
