Suzuki Komuten entered into a construction contract with the client to build a new house and delivered the house based on that contract. However, it did not deposit the housing defect liability guarantee money as specified in Article 3, Paragraph 1 of the Act on Securing the Performance of Specific Housing Defect Liability, nor did it conclude a housing defect liability insurance contract as stipulated in Article 3, Paragraph 2 of the same law. Additionally, it failed to notify the prefectural governor as required by Article 4, Paragraph 1 of the law. These actions constitute a violation of the provisions of Article 28, Paragraph 1, the first part, and Item 9 of the same law.
