It was confirmed that the association's sightseeing boats operated contrary to the vessel inspection certificate, which states 'Navigation is prohibited between sunset and sunrise,' by carrying passengers after sunset. On April 16, 2025, the China Transport Bureau issued an order including the directive that the captain must not operate the vessel in violation of Article 18, Paragraph 1, Item 8 of the Vessel Safety Law, which pertains to operating vessels contrary to the conditions specified in the vessel inspection certificate.

It was confirmed that the operator's passenger ships were operating after sunset despite the vessel inspection certificate stating 'Navigation is prohibited between sunset and sunrise,' violating relevant laws and safety management regulations. On April 16, 2025, the bureau issued a transportation safety order to the operator, including an instruction that the captain must not operate the vessel in violation of the conditions specified in the vessel inspection certificate, pursuant to Article 18, Paragraph 1, Item 8 of the Marine Safety Act.
