Kabo-sha Co., Ltd. was the prime contractor for the demolition of a two-story wooden building located within Teradomari Nozumi area, Nagaoka City, Niigata Prefecture, as part of the project to demolish the Nozumi Retreat of Oshima Hospital operated by Eiai-kai Medical Corporation. On December 12, 2023, an incident occurred where employee A of the primary subcontractor was performing work to hook a fiber container bag onto the claws of a demolition grab. During this operation, employee B of the same subcontractor, who lacked the qualification to operate construction machinery, operated the demolition grab and made a mistake in handling it. As a result, employee A's head was caught between the claws of the demolition grab and a building pillar, leading to employee A's death. The site supervisor from Kabo-sha, responsible for overall safety management of the project, failed to prepare a work plan or a plan for the placement of the demolition grab, which was required when allowing subcontractor employees to operate the machinery, and did not take necessary measures to prevent labor accidents. Consequently, the corporation and its employee were fined 200,000 yen each for violations of the Industrial Safety and Health Act, with the penalties finalized on October 29, 2024. This constitutes a violation of Article 28, Paragraph 1, Item 3 of the Construction Business Act.
