On October 22, 2021, at a construction site in Yokosuka City, Kanagawa Prefecture, the site manager of Shikoku Kaihatsu Co., Ltd. failed to implement safety measures for cargo vehicles used in machinery transport. Specifically, the driver of the cargo vehicle was not required to turn off the engine and secure the vehicle with brakes when leaving the driver's seat, which is mandated to prevent runaway incidents. This failure to enforce safety measures violated Article 20, Paragraph 1 of the Labor Safety and Health Act and Article 151-11, Paragraph 1 of the Enforcement Order of the same Act (Government Ordinance No. 318 of 1972). As a result, the company and one employee were fined. The incident also constitutes a violation of Article 28, Paragraph 1, Item 3 of the Construction Business Act. The authorities issued a directive requiring the company to implement measures to prevent recurrence and strengthen safety management, including promptly informing staff of the incident and sanctions, improving safety management systems, complying with relevant laws, and ongoing safety education. The company is permitted to conduct construction activities in the categories of earthwork, stonework, steelwork, paving, and water-related construction, under permit number Tokyo Governor (General-30) No. 119935.
