| Summary | On September 1, 2023, the vessel KAZEHAYA operated by Mitsui O.S.K. Lines' intra-ship division contacted a wave-dissipating block at the northern breakwater outside Ishikari Bay New Port, Hokkaido. Subsequently, on November 7, 9, and 28, 2023, the Kanto Transportation Bureau's Marine Operations Supervisor conducted audits under the Marine Transportation Law, confirming violations of safety management regulations, notably that the vessel's operations manager was not primarily stationed at the head office during vessel operations. On March 7, 2024, the bureau issued guidance including that the operations manager should be primarily stationed at the head office during vessel operation, in accordance with Article 15 of the safety management regulations. |
