According to documents submitted by Maruwa Kogyo Co., Ltd. to Kochi Prefecture, it was found that the company had assigned a single person as the chief technical officer at their office, in violation of Article 26, Paragraph 3 of the Construction Business Act and Article 27 of the Enforcement Order. This assignment was made for earthwork, civil engineering, and concrete construction projects, contrary to the requirement that dedicated technical personnel be appointed for each project. This constitutes a violation of Article 26, Paragraph 3 of the Act and falls under Article 28, Paragraph 1, Item 2 of the same law. The prefectural authorities issued an instruction based on Article 28, Paragraph 1 of the law, requiring the company to take measures to prevent recurrence, including proper personnel placement, internal training, and prompt reporting of measures taken.
