Safety violation or accident農林水産部むらづくり課発注の「シーラ地区農道舗装工事(R2-2)」において、令和2年11月19日、タイヤローラーによるアスファルト舗装施工中、補助作業員が、ジョロで散水しながらプレートランマーで締固め作業を行っていた。その際、ジョロに水を補給するため、作業中のタイヤローラーの後方に行き、運転手に合図を行わず死角の場所で水の補給を行い、運転手が後方の安全確認後(目視)、後進作業をさせたが、タイヤローラー後輪に右足を踏まれ、全治3ヶ月の怪我を負った。このことについて、沖縄労働基準監督署より(株)肥後工務店(下請:(株)八重島工業)に対して是正勧告書及び指導票が出された。当該事故については、労働者の労働災害を防止するために必要な措置(重機運転手と作業員の安全確認)を講じなければならなかったが、当該措置が講じられていなかったことは安全管理の措置が不適切であったと認められる。このような状況で発生した事故については、「石垣市建設工事に係る指名停止等の措置に関する要領」別表第7号「安全管理措置の不適切により生じた工事関係者事故」に該当する。
