On August 31, 2020, at the Niigata Purification Center No.1 flotation concentrator repair work in Higashi-ku, Niigata City, a site supervisor employed by Seishu Corporation, without a statutory exemption, instructed workers to spray flammable hazardous substances inside the No.1 flotation concentrator and to remove grease adhered to the machinery. Subsequently, workers were made to use a burner, which posed a risk of ignition, inside the concentrator. Necessary measures to prevent danger from hazardous substances were not taken. As a result of a work-related accident, three workers from the company and one subcontracted worker sustained burns. The Gunma Tomioka Summary Court sentenced the company and the site supervisor to a fine of 200,000 yen each for violations of the Act on Securing, etc. of Work Environment and the Industrial Safety and Health Regulations, Article 279, Paragraph 1, on September 22, 2021, with the sentence finalized on the same date. This constitutes a violation of Article 28, Paragraph 1, Item 3 of the Construction Business Act.
