本件は、鹿島建設株式会社が受注した「令和４年度４１号門原１号トンネル工事」において、令和６年１０月１４日に発生した工事関係者事故である。事故発生時は、坑口上部法面の鉄筋挿入工（無足場工法）を施工していた。施工の進捗に伴い、掘削機操作盤を電動ウインチとワイヤーロープで移設中、操作盤がラス網に引っかかったため、ワイヤーロープを動かして解消しようとした。その際、緩めたワイヤーロープが法肩付近の石（直径10～20cm程度、重さ３kg程度）に接触して落石が発生し、法面の下方にいた作業員に当たって負傷した。
