令和５年７月２５日から７月２７日まで、貴社に対して保安監査を実施したところであるが、保安監査の結果、改善を要する事項が認められたことから、下記の事項について、改善措置を講ずるよう指示する。講じた措置については、令和６年２月１６日までに報告されたい。なお、改善措置を講ずるにあたっては、背後要因を含め当該事象が発生した原因を究明したうえで、再発防止に必要な改善策を策定するとともに、輸送の安全に係る業務が確実に実施できるよう留意すること。記１. 軌道・土木施設実施基準第４２条に規定している分岐器を含む本線及び側線の軌道変位検査の結果、整備基準値に達している箇所が複数確認されたにもかかわらず、必要な整備を行っていなかった。よって、検査結果に応じた必要な整備を速やかに行うこと。さらに、法令等の遵守を含め実施基準等に基づく保守管理が適切に実施されるよう関係者に徹底するとともに、社内における教育内容の見直し及び再教育を行うこと、加えて予算措置も含めて適切な保守管理体制を構築すること。今後の鉄道施設の軌道の維持管理にあたっては、このような事象が二度と発生しないよう徹底した原因究明を行うことともに再発防止対策を講ずること。２．軌道・土木施設実施基準第４２条に規定しているレール遊間検査の結果、連続した無遊間箇所などの遊間整正対象区間が複数確認されたにもかかわらず、必要な整備を行っていなかった。よって、検査結果に応じた必要な整備を速やかに行うこと。また、今後の鉄道施設の維持管理にあたっては、このような事象が二度と発生しないよう徹底した原因究明を行うとともに、再発防止対策を講ずること。さらに、法令等の遵守を含め実施基準等に基づく保守管理が適切に実施されるよう関係者に徹底するとともに、予算措置も含めた適切な保守管理体制を構築すること。３．軌道・土木施設実施基準第２０条に規定している建築限界をプラットホームが支障しているにもかかわらず、必要な整備を行っていなかった。よって、検査結果に応じた緊急対策を行うとともに計画的に必要な整備を行うこと。また、今後の鉄道施設の維持管理にあたっては、このような事象が二度と発生しないよう徹底した原因究明を行うとともに、再発防止対策を講ずること。さらに、法令等の遵守を含め実施基準等に基づく保守管理が適切に実施されるよう関係者に徹底するとともに、社内における教育内容の見直し及び再教育を行うこと、加えて予算措置も含めて適切な保守管理体制を構築すること。以上【東北運輸局】
