中勝建設株式会社は、民間発注の工事において、建設業法第3条第1項の規定に違反して、土木一式工事に係る同項の許可を受けていないにもかかわらず、その請負金額が建設業法施行令第1条の2第1項に定める金額以上となる建設工事を施工した。 また、当該工事が土木一式工事であるにもかかわらず、令和5年9月30日を審査基準日とする経営事項審査において、同社は、本工事の請負金額を建築一式工事の完工高の一部として計上し、事実と異なる内容を記載して経営事項審査の申請を行ったことが併せて判明した。
