NIPPO Corporation's affiliated plant company supplied asphalt mixtures to the projects ordered by the Fukui River and National Highway Office and the Osaka National Highway Office, including the Oono Yusaka Road Arajima No. 2 Tunnel West Katsuara District Pavement Work and the Route 26 Sumiyoshi Bridge Replacement Road Diversion Work. Although the contract documents specified the use of asphalt mixtures with new aggregate, investigations by the Ministry of Land, Infrastructure, Transport and Tourism revealed that the affiliated plant company used asphalt mixtures containing recycled aggregate without prior consultation with the client, and falsely labeled recycled asphalt mixtures as new asphalt mixtures on shipping slips. The company failed to take appropriate measures to prevent this misconduct despite being able to recognize the potential use of recycled asphalt mixtures, thus failing in its duty to avoid such violations. Similar violations were found in other projects, including the upstream and Tanoue District pavement works, where the affiliated plant company again shipped recycled asphalt mixtures labeled as new. The company’s close capital and personnel ties with the affiliated plant company and receipt of management reports indicating the use of recycled mixtures despite the contractual requirement for new mixtures contributed to the violation. The Kinki Regional Development Bureau issued a suspension of nomination from April 11, 2025, to July 18, 2025, based on the violations.
