During the mediation of land and building sale contracts, at the time of explaining important matters for each contract, individuals without the qualification of a real estate transaction specialist signed, sealed, and provided explanations, which violates the provisions of Article 35, Paragraph 1 of the Act and falls under Item 2 of Paragraph 2 of Article 65 of the Act.

The violation involves failing to establish a sole designated real estate transaction specialist within two weeks after the license of the representative, who was the only designated specialist, expired, violating Article 31-3, Paragraphs 1 and 3 of the Act, and falling under Article 65, Paragraph 1. Additionally, in the real estate sales contracts used for mediation, signatures and seals were made by individuals without the required real estate transaction specialist qualification, violating Article 37-3 of the Act and also falling under Article 65, Paragraph 1.
